Baptismal regeneration means a person is saved AT baptism and by being filled with the Holy Spirit. That is what it means and that is what the Catholics believe. Not one person here has suggested that a person is saved AT baptism and receives the Holy Ghost through that rite.
The Amplified
Col 2:11 In Him also you were circumcised with a circumcision not made with hands, but in a [spiritual] circumcision [performed by] Christ by stripping off the body of the flesh (the whole corrupt, carnal nature with its passions and lusts).
Col 2:12 [Thus [7] you were circumcised when] you were buried with Him in [your] baptism, in which you were also raised with Him [[8] to a new life] through [your] faith in the working of God [[9] as displayed] when He raised Him up from the dead.
Col 2:13 And you who were dead in trespasses and in the uncircumcision of your flesh (your sensuality, your sinful carnal nature), [God] brought to life together with [Christ], having [freely] forgiven us all our transgressions,
Col 2:14 Having cancelled and blotted out and wiped away the handwriting of the note (bond) with its legal decrees and demands which was in force and stood against us (hostile to us). This [note with its regulations, decrees, and demands] He set aside and cleared [10] completely out of our way by nailing it to [His] cross.

Col 2:13 And you, being dead in the deviations and the uncircumcision of your flesh, He made alive together with Him, having forgiven you all the deviations,

Col 2:13 Even when you were dead because of your offenses and the uncircumcision of your flesh, God made you alive with him when he forgave us all of our offenses,
Col 2:14 having erased the charges that were brought against us with their decrees that were hostile to us. He took those charges away when he nailed them to the cross.
