If you are using Audacity you still need the lame encoder....why not just download it? OGG is already a part of Audacity.
To set the sample rates etc etc hit cntl-P
There you set up default device to record and playback, how many channels and quality.
You can reduce the sample rate which will also reduce file size, you can reduce sample format to 16bit. The you can choose uncompressed file format (when Audacity is recording in it's native format before exporting) and OGG quality as well as bit rate for MP3....
