State ID's are based on residency, so if the voter ID's have the same requirements, it would be an unfair burden for college students.
Birth certificates can be a hassle to get through the mail.
Social Security Administration will accept College and University ID cards, along with at least one or more other documents. Most college students will leave this stuff at home with their parents, who are probably not going to be so quick to send them to their 19 year old Joey's and Sally's.
College students who live in Texas will probably not have the required documents to verify residency-- i.e. utility bills and etc. If voter ID cards use the same criterion, then mmany of not most college students would be immediately disenfranchised in their abilities to participate in the democratic process on ANY level.
