Bottom line - - drawing attention to yourself is NOT modest.
I don't agree. Anything of interest will draw someone's attention. A lady asked me, in line at the grocery store last night, how I kept my hair looking so healthy. I told her what I used. She liked my hair and that doesn't mean that I was immodest.

I'm sorry but I don't see this as a definition of modesty but rather as a discussion of style. That appears to be the point of this paragraph. The other style elements listed would probably not be included if the goal was strictly to convey modesty.
Now, if the General Youth Division instructed the young ladies in advance to wear ankle-length skirts, I would be much more inclined to accept it as "their description of modesty".
The youth from any church in any org. know what the expected dress code is for any general meeting, just as the one step pastors know not to mention their beliefs when at one of these meetings.

I'm referencing what we are talking about in this thread - - the outlandish, the extravagant.
