Different hospitals have different rules. Jeffrey was in NICU in Tulsa, and we were allowed to take all the pics/videos we wanted to from the very beginning. (Although we didn't really take that many, because we were busy just trying to touch him or hold him.) 
I will say...when I look BACK at the photos of him with tubes everywhere it is a little heart wrenching,  but I'm glad I have those first photos.
