God doesn't do it....God doesn't need to. God looks in the heart and he is able to. We look on the outward because that is all we can see.
That is why John told them to bring forth fruit meet for repentance...something we could see. Something that was evidence of a true change in heart

Well immodest means: offending against sexual mores in conduct or appearance

But the question isn't whether or not a quality "show" should be put on that impacts the lives of young people. The question is really HOW are they impacted? I'd hate to think every girl there will be impacted to dress that way and think it's ok because God only looks at the heart and after all "she dresses that way and they had her on"

WRONG....we are to judge a tree by its fruit which to determine whether the behavior and attitude demonstrates Christ....there are many criminal CEOs that dress the par and look like UPC ministers in dress appearance....oy vey.
