Just like a man who marries a woman because he loves her and she marries him because she loves him. His reasons for not cheating on her are not because he is afraid she will divorce him. Nor is the thing that binds their love together in marriage that little piece of paper that says they are married. It is the love between them that makes that marriage binding. That causes them to stick together and not bail when the going gets tough but rather lean on one another. When a man doesn't just find a wife, but finds his wife, he's not complete without her, nor she without him. And when they have each other neither is lacking and needing to look elsewhere to fulfill something that is still missing. JESUS even told HIS disciples "that Moses(not GOD) granted men divorce because of the hardness of their hearts, BUT FROM THE BEGINNING IT WAS NOT SO."
Just like the laws that are written concerning murder, etc. They are not written for everyone. They are written for those who otherwise without those laws would commit such acts. A good example is the laws we have concerning driving. Without them because so many out there would drive as selfishly as they live, without laws keeping them from acting on those desires. Think of the problems there would be at intersections with no lights or stop signs. Even if the intersection had stops signs, but no law governing who goes first when vehicles arrive at the same time, or no penalty or consequences for breaking those laws.
Yet at the same time, there is no laws written saying that a person has to allow a vehicle that is trying to pull out into traffic from a parking lot or whatever to pull into traffic. Even though there is no law, you will see some people who are more than happy to stop and let others pull in front of them, EVEN DURING RUSH HOUR TRAFFIC. These same people are not bound by the law because they drive according to a law that is written in their hearts that they follow. That written law is a VOICE that speaks to them from within.
