Not necessarily. I think they knew something was coming. I'm not sure if they knew what flights, who, exactly what time, etc. At the time, putting the entire nation on alert over "chatter" would have seemed foolish. I think the Administration knew something was coming, but lacking enough details to take definitive action... they stood down to take the hit. Of course... prepared for retaliation and a few agenda bonuses they could slide into the deal before the American people.
I don't think they were prepared for an attack of the magnitude that we received. I think that caught them entirely off guard. Probably expected a bombing on a plane or in an office. I don't think they knew the WTC would be destroyed resulting in over 3,000 deaths.
