By lying to the court (under oath or in any fashion) he was deliberately obstructing the court's attempt to discover "the truth, the whole truth" of the matter under investigation, however.
Ferdando is right. Had he been any other type of celebrity other than the President of the United States he would have been booked, finger printed, and done some jail time with his mug shot posted on The Smoking Gun dot com.
Had he been a Republican facing a Democrat House and Senate he would have been removed from office.

I have no affection for either party, just to make it clear. But the republicans were getting their butts kicked by Clinton and without anything else to go after him on, set out on a McCarthyisitic witch hunt of sex. I can't make excuses for Clinton and lying under oath. But the whole scenario was an inexcusable pursuit of a popular president that was killing the conservatives.
I was still a registered republican at the time, one who trumpeted the conservative cause, and I was embarrassed by the whole thing.
