Water Baptism

The Church of Champions believe that all believers, in obedience to God’s Word are to be baptized by immersion in the Name of The Lord, thus being buried with Christ in baptism, which was commanded by our Lord Jesus Christ himself, being a command signifying acceptance of the benefits of the atonement and faith in Jesus Christ.

I wonder if he is saying he believes everyone is saved at the moment of repentance
