Let's understand the state of the law now. If a man can convince two women to live with him, that is perfectly legal, the only thing is he can only claim one for his wife legally. There is no law against living with multiple women, you just can't claim marriage to more than one.
If the state is removed from marriage it actually strengthens marriage, because individuals who get married do so by the authority of their church rather than the state.
