This might sound kind of obvious, but I would make a point of explaining to everyone (hello teenagers) why you want the cell phones off, why you don't want texting going on during church. Most teenagers can listen to reason, provided it is presented properly....
I don't think you are out of line. A friend of my Dad's had a cell phone go off in his church during a tongues and interpretation. He banned cell phones after that one....
