Stupid! If you think it through, it's nonsense.
Even if you believe the no pants theory, to give a class! just seems to put too much emphasis on it.

I work in a warehouse environment and wear pants; no, it's not required, just much more practical.
The handbook does address jewelry since long earrings or necklaces could get caught on something.
As for a skirt to work?
I climb ladders*** and there are employees and customers in the same areas, need I say more?
