In Ohio, we have instant registration/voting.
Anyone who registered could have voted at that time.
If they did not vote, the person who registered them could have filled out a ballot.
If the person who registered them did not vote for them, votes could be cast for them near the end of the day when all the names on the roll who did not show up to vote could be used by poll workers to cast their votes.
