East Indians are also dark, but they aren't 'black'. Solomon may have been dark skinned, but he wasn't 'black' as we know it.
In America, when we say someone is black, they are of African descent. Other races, when putting their arms side to side with a black person's arm, can be identical, but we wouldn't call them black or Negro. We'd call them hispanic (Puerto Ricans can appear to be black as can Cubans), Indian, or whatever race they might actually be.
So, can Arabs be black? No. Dark skinned, yes. But there is a major difference in other ways, like hair and facial features.
