I do not believe the material atop the foundation is people. The entire structure is a believer. A believer has the foundation of Christ in him/her.

When Paul mentioned wood, hay, stubble, gold, silver and precious stones, that is the material used atop the foundation. It's not people, but doctrines. Fire tries the WORK and determines what shall successfully endure fire. We are the ENTIRE temple.
The temple has a foundation and walls, etc. And the WORK involved in our structure will either be gold, silver and precious stones as the actual temple was, or wood, hay and stubble as in a common home.
But DOCTRINES are what are built upon the foundation, not people. People's Christianity is the entirety of the structure. What DOCTRINES are taught to these people to build up their Christianity? Paul tells the ministers to take how how they build atop the foundation. The entire structure is a person being taught who serves God. Paul put the foundation of Christ in them. And others who come along after Paul must preach proper doctrines upon that foundation.
All false doctrine will fail. Be burned up.
