I worked in a federal prison for a while, and the closest I ever came to feeling a "spirit" of any kind was around the holidays, and then it was the the "spirit" of depression that I felt.
Admittedly, I wasn't working around serial killers, but there were very bad men there, and that is exactly what they were "bad men", men who had decided to give into their basest impulses and indulge in bad behavior.

Some folks are more "aware" of spirits than others. I don't think it necessarily means they are more spiritual, just some or more aware.
I have talked to men that have gone to the prisons that have discovered they had spirits trailing them. They had to learn to pray over themselves when they left. They first discovered this when they found themselves auguring with their family members when that was not their nature to do that. That is just one example.
