Modesty is a general sense would be wearing clothing that doesn't cause one to look provactive or sexually enticing to the opposite sex.
Being modest is also being dressed appropriately for the activity or situation at hand.
For instance one wouldn't dress the same for a funeral as they would for fishing.
Men and women should wear clothing as not to promote promiscuity.
One doesn't have to wear homely clothing but neither do they have to look like a harlot either.
