I think the Holy Ghost in us is the best judge of modesty for ourselves. I think that some people ignore the still small voice in favor of vanity and I think for others God may be dealing with other issues in their life that are more of a priority for them at that time.
I had a friend who from all I could see was very sincere in her walk with God but wore some clothes that did not fit my code of modesty and it really bothered me. God basically told me to worry about myself and He could deal with her about it in His time.
