Will A Person Who Has Obeyed Acts 2:38 but lies and steals go to hell?

.........YES OR NO....Maybe I did not place my choices in the best terms, but I think you should be able to understand them.

This hypothetical man has obeyed Acts 2:38 and tells others to obey it but he is a thief and a liar and remains nonrepentant.
