Paul assembled with whatever assembly existed in town. He began his ministry as a missionary from the church in Antioch, if I am not mistaken. He traveled to areas where there were no Christians, and established churches in those areas via evangelism. He would remain in an area assembled with the brethren there for awhile, then continue on his missionary outreach. He had the oversight of those fledgling churches until they each could develop native eldership. He was not a lone ranger, either, during his missionary efforts.
As for the eunuch, nothing is said of him being a member of any church. From history, though, it is likely he brought the gospel back to Ethiopia, possibly founding the first church there. Ethiopia has a Christian history almost as old as Jerusalem.
