She doesn't need to put out inflammatory Malcolm X speech. She has overcharged in this case and it's going to make matters worse. She is going to have to prove, individually, what ALL six of the officers were doing or not doing that was the direct cause for this incident. The seatbelt issue was new policy put in place just a few days before Gray's arrest. It's a no-brainer that the new order wasn't communicated effectively.
And why was he on a mile foot race running from the police officers?
