President Bush signed new presidential directive, on May 9th, that could give him power to overrule congress and the judicial branch of the government in the event of a "catastrophic event".
Should the president have the ability to become a dictator in the event of a "national emergency", when the constitution works so hard to create a balance of power in the government?
