Tax burden can be measured at their level. If a BILLIONAIRE is taxed 50%... he isn't going to be struggling to buy milk for his kids and gas to get to work... but someone making $30K a year paying 22% of his income might find it hard to buy groceries after the house note, the electric bill, the gas bill, the water bill, trash collection, health insurance premium, auto payment, and auto insurance payment. When cost of living is factored in... a greater burden is carried by that middle class factory worker.
