Similar, but not identical. I believe thats why 1. its working there. and 2. Mass residents are not up in arms about it.
Here is my question. Mass went to Bamer. Is that a mandate for Obamacare because Romneycare works? Or is it a slap to Romney because they feared federal sized Romneycare?
