No. I believe that the baptism of the Holy Spirit is often or usually accompanied by tongues, but not always. A changed life is some good evidence, too.

No, these are man-made rules that can't be supported by Scripture (except probably short hair on men). If someone lives by these standards, that's great. But you can't force others to do the same.
