The informant should be prosecuted. If he deliberately gave false information, he should be held accountable for it. Especially considering the fact that it led to a WAR, or at least contributed to the decision. 
It's amazing how people want to pin this on the "Bush Administration", when in fact, Congress is primarily responsible for the decision to go to war.
