I am sure that Sis McNeily was nervous when she was interviewed, and she may have worded some things a little different than what some would have.
To me the key problem here is someone cut the childs hair....someone that did not have permission.
Regardless of how some feel about cut or uncut hair, no one should place their hands upon a child without permission.
Remember last year when a young child was expelled, due to she hugged her friends in school.
The school (in the hugging incident) stood by their decision to expell the child, based on their policy of "no physical" contact.
Just wanted to add what I have been told about this.

Interestingly enough in this case, according to the article, Hannah (the girls whose hair was cut) DID ASK another junior high girl to help her get out the knot. So no one placed their hands on a child without permission.
