In other words, December 2011 was President's Obama doing. GWB's contribution to this was a Status of Forces Agreement that ended December 2011, but I remember there was much political discourse in the months leading up to December 2011-- and President Obama and his decisions were at the center of the discourse at the time.
Whether because he refused to work with Al-Maliki's demand to have legal jurisdiction over U.S. Forces or if he was concerned with getting America out a hole we should never have been in to begin with, President Obama pulled America out of Iraq and I say, good riddance!

It was already set when the US would draw down before obama became president.
