A duty or obligation to satisfactorily perform or complete a task (assigned by someone, or created by one's own promise or circumstances) that one must fulfill, and which has a consequent penalty for failure.

Republicans continually accuse liberals of refusing to take responsibility
Now this democrat is accusing the republicans.

Whose responsibility is it to install safe rooms in schools in any state whose schools are in a area designated a tornado ally?
Is it the federal governments responsibility?
Is it the states responsibility?
Is the local cities responsibility?

Oklahoma is a red state that cries for states rights and less federal government. Yet
In the case of Moore Ok the city knew they needed safe rooms but didn't do any thing about it because they wanted the federal government to pay for something that was in my opinion their responsibility!! The Feds refused.
The state also knew safe rooms were needed yet did not fund for the need.
The state did nothing.
The city did nothing.

Along comes the second F4 or F5 tornado and the state and city finally get the federal government to pay for something that was their responsibility in the first place.

What would the death count have been if they had acted and paid for something that was their responsibility in the first place?
