You force them, though our church is smaller than most, we are starting by making each member meet with 1-2 other members to do 3 basic discipleship tasks.
1. Read scriptures together in community, 30-50 Chapters a week
2. Pray for lost souls, write down people in our sphere of influence that we can pray for.
3. Confession of sins/accountability to each other
You have to do this weekly for 1 hour each time. I know some won't do it, or cop out, but as a leader I will at least make an effort to disciple people.
The worse thing I can do is allow a person to believe that a series of services is what it means to be on the way, when actuality it is a way of life.
That was going on for about two maybe three years. I guess it depends upon someone's definition of "sluggish". Yeah, some of the people come in and sit back - but Pastor doesn't allow that for very long. 
Several of the PM services have turned into prayer meetings.
