On a spiritual level wages of sin is death. on a government level I'd say bank robbery is greater then a pack of gum.

My point was that we can't justify something because there are worser things that can be done.

True. However, Jesus said that if a man looks upon a woman "to lust after her", meaning specifically having the desire to use her, he has committed adultery... in his heart. Jesus wasn't saying that he has actually committed adultery. Jesus was illustrating that he has an adulterous heart. The implication is that all sin originates from the intents of the heart. Morally speaking, a woman isn't justified in divorcing her husband if he merely looks at adult material. The adultery in the heart has to manifest into actual action. Nor does a man have a right morally to divorce his wife if she reads Cosmo or romance novels.
