PO - he is not stupid.
He has tapped into the doubts and fears of many Americans.
He has more support among minority voters than any Republican that I have seen.
Part of it is because he is not a traditional candidate.
Maybe because I have followed him for 20 years I have a different view than others.
A lot of what he has always said has been TIC.
But, with a grain of truth in it.
He is still doing the same thing, now.
Part of me still believes that he is just seeing how far he can go and laughing at those who are going right along with him.

"Water" here does not refer to baptism, but to initial physical birth (see next verse). Jesus never uses the words baptism or tongues when speaking to Nicodemus.
"Humans can reproduce only human life, but the Holy Spirit gives birth to spiritual life."
The second birth (being born again) is a gift from God. It is impossible to live forever spiritually without the born again experience.
"So don’t be surprised when I say, ‘You must be born again."
The rest of the conversation between the two men involves Jesus explaining how this is accomplished.
In verse 9 Nicodemus asks "“How are these things possible?”
Jesus goes on to use variants of the word "believe" 8 times.

Consider John 1:10-13
10 He came into the very world he created, but the world didn’t recognize him. 11 He came to his own people, and even they rejected him. 12 But to all who believed him and accepted him, he gave the right to become children of God. 13 They are reborn—not with a physical birth resulting from human passion or plan, but a birth that comes from God.
This happened before and after the cross.
This silly notion of separate "plans" of salvation isn't at all biblical.
