it would be the General Board of Presbyters who would have the power to appoint anyone they so choose ... even someone outside of the WD area as the DS at least for the interim:

5. The Board of General Presbyters shall be authorized to appoint a District Superintendent in unorganized sections or districts that are to be formed.
District Superintendents appointed by the Board of General Presbyters shall be ex officio members of the General Board and shall be appointed for a term of one (1) year. In the event said district is organized before the year is expired, the term of office shall cease as of such district organization.

When we Divided CNED, we voted to divide, and they moved one District to the Left, and one to the right. They then held concurrent elections on each side. The Election of the District Super is opposite the General Super, so a man elected THIS year would serve 1 year. This has to be moved by General Board in the Fall. Same for Bro Abbey then, serving remainder of Bro Mullings Term. If I can remember correctly, this is year to elect GS.
Thad, I don't think the men in the South may have all gone North. THAT was the INTENT of having a Southern Election point.
