Sounds like the proverbial irrational thinking that lust in men is caused by the women. The Bible says that a man sins when he is drawn away due to his own lust and enticed. That is the Biblical view on the subject.

As bad as I hate this, I hate the lawsuit mentality even worse. Also, there are those here that would know better than I, but I do not think it is illegal to post pictures of people from a public setting.

Funny though, we've had this type discussion before and were slammed for saying the minister had a problem for doing this type thing.
