I am 100% convinced that this is someone just playing a joke on the unwashed masses of of the message board universe. Oh, I believe that "Bill Price" is real since many here have actually talked to him, but cannot help thinking he is sitting in a dark room laughing at the sheer amount of energy that is spent as a result of one of his inane comments.

I could so easily create a character and have him (could not make a believable "her" persona) do what "Bill Price" does, except better. I could probably even have the occasional "hardship" once or twice a year and get a couple of credit card numbers from some well-meaning but gullible folks.

I am sorry, but I study social engineering for a living (along with crypto). Bill isn't even that good at it, yet a mere post or two by "him" gets everyone worked up to a frothing mess.

Well, you have summed it up pretty well. I have said before that Billy was getting too much fun out of toying with the Christians. Yet, I am more apt to believe that he is just your run of the mill religious psychophrenic.
