Tax payers.
However, since the government has the stated power of taxation, it is reasonable to call that money, once paid in the form of taxes, the government's money.
Just like if you were my employee and I paid you. Sure it is my money you are spending, but it is your money by right.
If the governemnt has a right to tax, then it is reasonable to say that it's the government's money and that they have a right, surely an obligation to determine how that money is spent for the best of ALL of her citizens.
Or maybe you have a special deal or something when you fill out your tax paperwork where the government acknowledges that your payment of taxes is really just a low interest bearing loan, with a 60 month term. (j/k)
