Politicains/Environmentalists Caused the Problem
In an average year, California gets enough snow and rain to put 200 million acres under a foot of water, but environmental opposition to dams over the last several decades has allowed the majority of the freshwater to flow into the ocean, even as the state’s population exploded to nearly 40 million people. The current drought has left farms parched and residents under strict water consumption orders, but some say it didn't have to be that way.
But the vast majority of the state’s 1,400 dams and reservoirs, in the two massive systems and smaller ones that supply southern California, were built well before the 1980s. Environmentalists have since stopped the construction of water storage and delivery systems through legal and political actions. They have also fought to ensure that captured water is released into streams and the ocean -- rather than the water delivery system -- in order to boost fish populations and dilute the salinity of the delta

this makes me mad and the thing is I have been griping about it for years. But Californians keep voting these bozos into office who pander to the small Environmentalists and the Public Unions (Democrats) and instead of building dams, decided to build a High Speed Rail that most Californians wont even take

One could reduce water flow in stream and rivers to the point that they no longer support fish or other wildlife.
What impact has the drought and lack of snowfall had on available water ?? How many people can live there if there is no more water ? There is a limit to the carrying capacity of the land and watershed.
More water rationing seems to be the best short term solution to me.

They haven't done any reservoir building in decades. They lose a lot of the snow pack and other rain water

Actually, I believe in justice and fair play. You are always rattling on about the poor Israelis and the wonderful things they do.
The city of Hebron, in the south of the West Bank, is considered the most deprived Palestinian city in terms of lack of water, where the average Palestinian individual consumes as little as 10 litres of water per day for extended periods of time.
The water problem in Hebron is primarily a result of the Israeli occupation authority’s control over water basins; Palestinians are not permitted to dig wells and the Israelis do not provide the water necessary for daily use. An example illustrates the measures to which the Israelis are prepared to go with this: the Israeli army surprised four citizens from the village of Soba, west of Hebron as they were drilling a well to collect rainwater; they were surrounded and arrested, their equipment was confiscated; they were fined and finally released with strict orders not to resume drilling.
Abdel-Rahman Rajoub has commented on this: “What is strange is that one of the detainees said that they had told the investigating officer, during the eight days that they were in custody, that the drilling was simply for the purpose of collecting rainwater. The officer accused them of ‘stealing groundwater’ and told them that rainwater collection is ‘forbidden’.”
In addition to the tactics noted above that are employed by the Israelis to seize Palestinian water, the occupation authority has used the ”separation wall” to ensure that it also has control of three of the most important Palestinian water basins, depriving the Palestinians of their right of access in order to send this water to settlements. As the construction of what is basically an apartheid wall continues in the West Bank, Palestinian official sources confirm that it will annex to Israel about 95% of the water that is accessible in the Western Basin, which is estimated at about 362 million metres.
The area isolated behind the western part of the wall lies above two basins; the western basin and north-east basin, which have an estimated annual capacity of 507 million cubic metres. The area isolated in the east lies completely over the eastern basin which has an estimated capacity of 172 million cubic metres annually. Water is extracted from these aquifers by pumping from wells or from the natural springs. The estimated number of groundwater wells in these regions is 165 with a pumping capacity of 33 million cubic metres per year; the number of springs is estimated to be 53, with a capacity of 22 million cubic metres per year.
In the Jenin, Qalqilya and Tulkarem provinces, the land annexed by the wall is entirely congruent with the locations of groundwater, meaning that all the groundwater reserves are on the wrong that is, the Israeli side of the wall. This renders as useless any Palestinian attempt to extract water from those reserves; as such, the wall threatens to drive to extinction irrigated agriculture in the north of the West Bank.
According to the report by the Palestinian Water Authority, the wall has led to the loss of Palestinian access to more than 36 wells, which includes 23 located directly on the route of the wall, and 13 others nearby that were used for agriculture and drinking; these wells now lie between the wall and the old ”Green Line” (the 1967 armistice line). The wells used to pump about 55 million cubic metres per annum, around 25% of the total extracted from the Western reservoir. The occupation authorities are also seeking, through the route of the wall, to seize more than 400 m3 which constitutes the entire capacity of the renewable groundwater West Basin, of which most is accumulated within the borders of the Palestinian West Bank.
This wall is not inside of Israel's internationally recognized borders but according to you this is fair. According to you this is OK, and according to you any action taken to prevent this or defend these resources, which are a basic need, is just terrorism and whatever is done to take these resources is nothing but self-defense.
When you get 10 liters a day, a couple of gallons a day, and get arrested for trying to get more, then what seems fair and just to you seems fair and just to me. My definition of "emergency" has been, based on this and based on your support for this, reduced from 50 gallons per person per day to 2.
This is what seems fair to me and why it seems fair. After you move due to lack of water I think your property should be declared "absentee" and taken for the good of the community without any payment or recourse to you. This also seems fair. A good example of how to do it is nicely summarized below. Since it's Kosher there, it seems that it should be Kosher in your neighborhood too.

Perhaps. These are factual posts however. Israel is experiencing what their papers refer to as "watergate" and does it ever hurt to step into someone elses shoes from time to time?
The first post did not and does not exaggerate. Californians are very wasteful of fresh water and it is difficult under those circimstances to generate sympathy for the water "shortage" being experienced there in light of this waste. Sorry. Its so bad its actually worth making fun of. You folks who flush fresh drinking water dont have a clue as to how precious that resource is.

Californians did not pay for those dams. It was actually discounted and tax-payer subsidized water and not the need to continue subsidizing it that created this problem.
An excellent book that takes it all the way to the beginning and was written WAY before there was ever a problem. I read the original one awhile back. This guy saw this coming almost 30 years ago.
The book will make you sick. California is just part of it. Covers water development across the West.
Cadillac Desert, by Marc Reisner, is a 1986 book published by Viking (ISBN 0-14-017824-4) about land development and water policy in the western United States. Subtitled The American West and its Disappearing Water, it gives the history of the Bureau of Reclamation and U.S. Army Corps of Engineers, and their struggle to remake the American West. The book's main conclusion is that development-driven policies, formed when settling the West was the country's main concern, are having serious long-term negative effects on the environment and water quantity. The book was revised and updated in 1993.
As far as I'm concerned California and California taxpayers owe the rest of American taxpayers billions of dollars. Otherwise, further subsidies on their wasteful use of water are unwarranted. In this book are the costs of the projects, the value of the water in acre-feet based on those costs, and what Californians actually paid for that water. The days of water welfare to California at the expense of everyone else need to end. If the people in the state were charged the cost of providing the state with water then the population would never have exploded in the first place.
California probably needs to invest in a series of desalination facilities for their "non-drinking" water, as we do here - and limit their robbery of other states to drinking water only.
When I finish here desalination will be my next business. Know this, it won't be subsidized for you. LOL - 7 cents/gallon is the cost of making it.
