The apostles did.
Paul told them what would be appropriate and what wouldn't in regard to many issues, but he also left some things for them to decide and figure out for themselves. In regard to a lot of things Paul didn't deal in specifics; whereas in other areas he was very clear and pointed.
Why are people so afraid of "thou shalt nots" anymore? Or are they really?

that is correct. God endorsed it, not merely permitted it, but USING it to describe Israel His beloved. God also is seen taking her jewels when Israel is bad.
Modesty, attitudes, where your heart is at, what gods you serve, the love of money, greed etc etc. THOSE are the issues. God told the pharisees "You honer me with your lips, but your heart is far from me"
And if we followed the golden rule about loving others then we quite frankly in my opinion, would be more concerned with the needs of our brothers and sisters spiritually,financially, emotionally and physically than worrying about sister so and so who is wearing a wedding band nor would we ourselves focus on costly items with a wrong attitude.
If people were trained to seek the Lord themselves with honest and open hearts consistantly and read the word and be willing to do whatever God wants them to do then we should not have to worry about making laws for them to explicitly follow

define "ornamentation" please...are you implying that merely wearing something that can be seen is an ornament? Shoes are ornaments? jackets? Ties? underw....uh....shirts?

I think a lot of people have no problem with "thou shalt not" as long as it's something that doesn't go against their grain. When it does, "thou shalt not" becomes a very grievous thing to bear.

From what I see they took off their jewelry to go a whoring after false gods like when they made a golden calf. Had they kept it on they would not have made that false god.

Because the bible never says "The Pastor shalt make up rules and laws for his own congregation that are not biblical"?

True, but not every conservative agrees with you, when it comes to wedding rings. The other things that you mentioned, the conservative ministers agree with. I think what we need to discuss, is wether or not the purpose of a wedding ring is sinful. Would you say that it was just as sinful to not be a witness?

Exactly, the Apostle Paul gave instructions on how to live for God based upon his Old Testament knowledge.
