Yes Elizabeth and John The Baptist were filled with the Holy Ghost but it was a soverign Act of God ,for empowerment.

Not everyone in the Bible that received the Holy Ghost was seeking for it, necessarily. Some received it when Paul laid his hand on them.
As for babies,
John the Baptist is the only recorded baby born with the Holy Ghost. We have scripture for that. Why he was picked, I don't know, but scripture is clear that he was filled with the Holy Ghost from the womb.
