But not all of God's people had the Spirit within them. It seems to be mostly the prophets. Moses wished all God's people had the Spirit and Joel prophesied that one day all and anyone could recieve the Spirit of God.
Numbers 11:28-29 And Joshua the son of Nun, the servant of Moses, one of his young men, answered and said, My lord Moses, forbid them. 29 And Moses said unto him, Enviest thou for my sake? would God that all the LORD'S people were prophets, and that the LORD would put his spirit upon them!
Nehemiah 9:30 ...and testifiedst against them by thy spirit in thy prophets:
1 Peter 1:11 Searching what, or what manner of time the Spirit of Christ which was in them did signify,

I agree w/ this post ... it seems that only a select few ... had this privilege ... which may explain the infilling of Zacarias ... a priest and Levite ....
Elizabeth ... and JB ... who was the last of the great prophets ....
JB was given the extraordinary pre-ordained task of preparing the way for the Lamb of God .... considering this task he would need an endowment of diving power. His parents who would raise him also needed this power.
... the distinction .... is not in the "type "of Holy Ghost that was received or in a "distinct" experience ... being filled by the Holy Spirit is being filled by the Holy Spirit ....
the promise is now for all ... Peter makes this clear in his message at Pentecost...
Acts 2:
17" 'In the last days, God says,
I will pour out my Spirit on all people.
Your sons and daughters will prophesy,
your young men will see visions,
your old men will dream dreams.
18Even on my servants, both men and women,
I will pour out my Spirit in those days,
and they will prophesy.
19I will show wonders in the heaven above
and signs on the earth below,
blood and fire and billows of smoke.
20The sun will be turned to darkness
and the moon to blood

Peter reiterates this promise ....
