Again, I have to ask, "Where?"
I know one guy who was picked up and taken to a City Hospital for a psych evaluation. He wasn't really "preaching" but had a "ball and chain" strapped to his ankle (a bowling ball with the word "SIN" painted on it) and was crawling on the sidewalk weeping over the lost.
He was released after a brief interview with the doctors. I wonder whatever
happened to that old bowling ball? It would probably tell a lot of stories if you could get it to talk.
But on the "arrest" side of things - just look at some folks that everybody in America wanted to see arrested but never could get it done - Fred Phelps and his gang.
We enjoy a tremendous amount of freedom in America. You'd have to really cross a line and push a cop or take a swing at a bystander to get arrested on a public
street. I've been there when the beer bottles and the vibrators came raining down. You'd have to really go out of your way to get arrested and actually commit a crime.
