It may cross his mind at some point if it hasn't already; let's hope he hangs on to trusting God instead, because that will be his lifeline. Some questions really don't have good answers, but choosing to trust God in spite of and in the midst of tragedy is a way to find peace, at least.

Personally, I would be less concerned about this man's propensity to blame God than his tendency to blame himself. It will take a lifetime for him to forgive himself, if it ever happens, and only with the help of God.
