What a TERRIBLE tragedy. DA is right; there aren't any good excuses, but even good parents do stupid, thoughtless, absent-minded things sometimes.
I would be more angry if it was on purpose for convenience sake, such as leaving a child in the car while you run into the grocery store. This sounds like the Dad forgot she was even in the car. She may have fallen asleep on the way to church, he may have been thinking about other things, etc. Tragic, negligent and preventable, but probably not intentionally malicious.
