If you're implying that he's a racist, that's absurd. Whatever you think of Bush and his policies, he's not a racist.
It's not very clear that he's actually wiping his hand, but if he was maybe the guy's hand was sticky or sweaty? I frequently wipe my hands after shaking someone's hands, because I hate the clammy feel that a lot of hands have.
