Now, for fear to work properly, the message has to include some horrible thing (eternal torture is a good one) and a way to avoid it. The way to avoid it, of course, to believe certain things (and, having believed them, following the instructions therein). Thus, fear is a great motivator to believe those things, assuming, of course, that you believe the threat given.
