To me this is an issue of apples and oranges. There are things that you can do and hang on your property that you cannot do and hang on somebody eles property. There are cases of people hanging Obama in effigy in their yards that generated media and public attention but no arrests...kind of like the Palin one did.
However, is there different symbolism tied to hanging an Obama doll by the neck? Yes...it's just history and reality and perception.

I'm going to agree with Tstew on this one. I think it is shockingly terrible, but I agree that from an historical perspective, it has a different meaning if one hangs a (figure of a) black man or woman from a noose.
The one thing that bothers me, though, is that it seems like a reverse answer to an imagined slight. A kind of "in-your-face" response to those racists who would string up Obama, by stringing up Palin instead. Maybe I'm the only one perceiving it that way. But from that context, if I'm not far off point, that would be a sort of reverse racism, because it assumes the "right" wanted Obama in a noose. Or, maybe, my imagination is just running away with me.
I just can't think of a good reason to use the noose, except as a reference to racism, perceived or otherwise in the opposing political camp.
