Who decides what is, and what is not, modest apparel? I do. For me and me alone. I don't think its my place to try to tell someone else what dressing immorally means. If they really love God, they will decide for themselves what it means to "Follow.... holiness, without which no man shall see God". If they don't love God enough to seek out His Word for guidance, then I don't think how they dress really matters.
