The context concerns "doubtful disputations", disputes about what is acceptable to God or expected by God from us, about which there is no clear Scriptural guidance.

To stumble or offend means to cause to sin or fail in their walk. It does not mean "to cause upset or irritation or disagreement."

The point of Paul's teaching is in a matter of personal preference, we are to be careful not to pressure our brethren into doing things they themselves are not confident is the will of God, because if they do they are still in doubt and not living by faith, which is sin.
