It looks to me like the reference to sprinkling is in regards to the blood of Jesus, as a hallmark of the sprinkling of blood all over the tabernacle and temple and priests as a means of sanctifying them. The washing of a body with pure water would be baptism.

So, there is a specific incidence in which when we draw near to the Lord with a true heart in full assurance of faith, when our bodies are washed with pure water, we find our consciences concurrently sprinkled by the blood of Jesus, thus purging us of an evil conscience (which would be the body of sin), vis a vis 1 Peter 3:21, or the answer of a good conscience toward God, through the resurrection of the Lord, which occurs at baptism, which is the antitype of the ark and the flood, whereby eight people were thoroughly rescued by water.
